What Is the Canadian Dental Care Plan?

The Canadian Dental Care Plan (CDCP) is a federal dental insurance program that helps Canadian residents without private dental insurance pay for oral health care. It is administered by Sun Life on behalf of Health Canada.

The plan was created to reduce the cost of dental care for low- and middle-income Canadians. After a phased rollout that began in 2024, the CDCP is now open to all eligible Canadian residents regardless of age. The plan covers a wide range of preventive, diagnostic, and restorative services, with the portion you pay determined by your adjusted family net income.

At Dental Studio on Wellesley, we accept CDCP patients and bill Sun Life directly for covered services. Below you’ll find who qualifies, what’s covered, how much you pay, and how to use your CDCP coverage at our downtown Toronto clinic.

Do you qualify?

CDCP Eligibility — Who Qualifies

To qualify for the Canadian Dental Care Plan, you must meet all four of the following
requirements.

Canadian resident for tax purposes

You must be a Canadian resident for tax purposes. This is based on your status with the CRA, not your citizenship or immigration status.

Filed your most recent tax return

You, and your spouse or common-law partner, if you have one — must have filed your latest income tax return.

Adjusted family net income under $90,000

Your adjusted family net income must be below $90,000 per year. Your income level also determines your co-payment (see below).

No access to private dental insurance

You must not have access to dental coverage through an employer, a pension, a professional or student organization, or a family member’s plan, even if you choose not to use it.

Not sure if you qualify? Eligibility and applications are handled by the Government of Canada, not by our clinic. You can check the official criteria and apply at canada.ca – Canadian Dental Care Plan, or call Service Canada at 1-833-537-4342. Once you’re approved, we can see you as a CDCP patient.

How Much Does CDCP Cover?

The CDCP covers a percentage of its established fees based on your adjusted family net income.
The rest is your co-payment.

Important: the CDCP pays according to its own established fee guide, which may differ from a dental office’s usual fees. You’re responsible for your co-payment plus any difference between the CDCP fee and our fee for a service. We always explain these amounts to you before treatment, so there are no surprises.

What CDCP Covers (and What It Doesn’t)

The CDCP covers a broad range of everyday dental services. Some services need preauthorization,
and some aren’t covered at all.

Exams, recall visits, and dental X-rays
Cleanings and scaling
Fluoride and preventive care
Fillings and other restorations
Tooth extractions, including wisdom teeth
Root canal treatment
Complete and partial dentures
Crowns (with preauthorization)

Not covered

Dental implants
Bridges
Cosmetic procedures (e.g. whitening, veneers)
Orthodontics is included in the plan but not yet implemented
Any service above what the CDCP fee guide allows (you pay the difference)

What is preauthorization? Some services — such as crowns, the initial placement of partial dentures, and general anesthesia — need approval from the CDCP before treatment. We evaluate your needs, submit the request to Sun Life, and wait for approval before proceeding. We handle this paperwork for you.

Before each appointment, make sure your CDCP coverage is active and you know your co-payment level. We can help you check this when you book.

Book your appointment with us

Call (416) 858-4949 or book online and let us know you’re a CDCP patient. We’ll confirm we accept CDCP and bill Sun Life directly.

We check what’s covered and get preauthorization if needed

At your visit, we assess what you need, tell you what CDCP covers, and submit any required preauthorization to Sun Life before treatment.

We bill Sun Life directly

For covered services, we bill Sun Life directly. You only pay your co-payment and any costs for services the plan doesn’t cover, explained to you in advance.

No upfront paperwork

CDCP Direct Billing

As a participating provider, we bill Sun Life directly for services covered under your CDCP plan. That means you don’t pay the full amount upfront and wait for reimbursement, you only pay your co-payment and any non-covered portion at the time of your visit.

If you also have coverage through a provincial program such as Ontario Works or ODSP, benefits can be coordinated. Tell us what coverage you have and we’ll sort out the billing.
